Gerald F.B. Cooper has worked in the Maritime Industry for his entire professional life. He started his career in 1972 at the office of the Deputy Commissioner of Maritime Affairs of Liberia in New York, NY and served as Maritime Commissioner from 1975 through 1980. During his tenure, he successfully engaged in the 1973 International Convention for the Prevention of Marine Pollution from ships (the “MARPOL” Treaty), and the MARPOL Protocol convention that was implemented in 1978 to prevent the dumping of ballast water from ships into the open seas.

During the 1980s, he worked at the Baltic Exchange and was an active member of the International Maritime Industries Forum (IMIF) that supported his initiative to establish the first ship breaking and recycling industry in Monrovia. During the 1990s he established the INMARSAT service provider and ships communication activation company Monrovia Communication Corporation (MONCOM). He was Liberia's representative to the International Maritime Organization from 1997 to 1999. His maritime consultancy company has provided Executive Consultant services to the Liberian International Ship and Corporate Registry (LISCR, LLC) since 1999.

Mr. Cooper also worked as Executive Consultant to the Liberian International Ship and Corporate Registry (“LISCR”) from 1999 to 2023. Educated in Liberia, St. Gallen, Switzerland, and the United States, he is a seasoned veteran in the international arena and is comfortable dealing with people from all nationalities and cultures. Mr. Cooper was awarded Knight Grand Commander in 1989 and Knight Grand Band Order of the Star of Africa in 2019 for his devoted service to Liberia, Humanity, and World Commerce. His greatest passion is his work for the conservation of the planet, and he is excited that the world is now focused on the environmental impact and mitigation of air pollution from greenhouse gas emissions.

Mr. Cooper is currently Chairman of the Episcopal Church of Liberia Development Society and of Trinity Agro Corporation. He is also a member National Maritime Historical Society USA and President of Maritime Cooper Associates. He is a former Commissioner of Maritime Affairs of Liberia.
